Pay app packets

On a sub job the GC will not pay until the whole packet is in. One missing waiver and the pay app comes back, and you wait another month. Try it: mark a missing item attached, or change a last day of work. Nothing is sent from this sample.

Example rule, fictional: a lien claim must be recorded within 90 days of the last day of work on the job. The real deadline depends on your state and your place in the chain, and we set it in the scope before anything is built. The warning shows at 14 days or less.
